Description

Public Health Emergency Law (PHEL) Training: This two-day, introductory, all hazards-focused course addresses legal issues that can arise during public health emergencies, including basics of public health law, state and federal emergency declarations, isolation and quarantine, evacuations and at-risk populations, liability and immunity, and power over property.

Legal Preparedness Workshop: Attendees are asked to bring an emergency response plan/plan annex, an exercise scenario, and a mutual aid agreement for review and discussion about how to address and incorporate legal risks and responsibilities in preparedness activities. Intended for Preparedness Coordinators; however, others may benefit as well, such as PIOs.

Objectives

  • Educate critical public health emergency response staff (i.e. Preparedness Coordinators, Health Directors, Epidemiologists, PIO’s, and Communicable Disease staff) on the legal issues associated with emergencies.
  • Present the basics of public health law on the state and federal level including topics such as emergency declarations, isolation and quarantine, evacuations and at-risk populations, liability and immunity, and power over property.
  • Strengthen relationships with various health departments across our region to increase collaboration around preparedness activities and response.
  • Apply Public Health Emergency Law concepts to existing plans, as well as compare plans with other Preparedness Coordinators, evaluate other county’s plans, and receive feedback for planning considerations.
